Level 2 Diploma – Fencing
The Level 2 Diploma in Fencing is the main requirement for fence installers to enable them to hold the Blue FISS/CSCS card. FaCT delivers both the General Fence and the VRS Fencing qualifications.
This is the qualification for all Fence Installers
The qualification is achieves by on-site assessments. This means one of our experienced assessors will visit the candidate on-site and observe them installing fences, we will write up reports and take photos , linking them to the qualification standards. We will visit between 3 and 6 times depending on the work we have been able to observe and the experience of the candidate. FaCT makes this as effective as possible, with the candidate undertaking the fencing and we do the paperwork and prepare the portfolio of evidence. The one thing we do ask the candidates to complete is the questions to enable us to assess their basic knowledge about fencing, however, if they struggle with reading and writing we can support them with this.
For experienced fencers, this can be a relatively quick process of just 2 or 4 site visits to confirm their skills and abilities. For those new to the industry, this will take longer and we will enable them to learn and develop their skills as they progress.
There are now two distinctive routes for general fencing.
Strained Systems
This route comprises of:
Seven mandatory (M) units
Four mandatory/optional units (MO)
One optional (O) unit.
*The mandatory optional units must include one of the following units, plus one other mandatory optional unit:
- Mechanically drive posts into position
- Manually drive posts into position.
Learners may choose to enhance their qualification with any of the optional units available.
Learners undertaking the strained wire systems route will provide evidence from installation of strained wire fencing systems e.g. stock fencing.
Non-strained Systems
This route comprises of:
Eight mandatory (M) units
Three mandatory/optional units (MO)
One optional (O) unit.
Learners must achieve the mandatory units, plus one mandatory/optional unit.
Learners may choose to enhance their qualification with any of the optional units available.
Learners completing the non-strained systems route will provide evidence from
installation of non-strained fencing systems e.g. post and panel.
The learner can opt to include the strained wire units and also be assessed on strained wire to gain both routes of the qualification
FaCT can also deliver both the strained wire and non strained fencing routes together for those who install both types of fencing.

How is the Level 2 Diploma in fencing achieved?
To achieve the diploma you build a portfolio of evidence that proves that you are competent at the job in line with the National Occupational Standards.
The evidence is built by you undergoing work-based observations which are carried out by our team of assessors. During the observations, the assessor will judge whether you are competent and capable and will record this with written observations and photographic evidence.
The assessor will also ask questions to assert your understanding and knowledge. This assures that you understand the theory as well as the practical.
Your assessor will work with you to collect the necessary evidence to ensure you have met both the performance criteria (what you must do) and the knowledge and understanding criteria (what you must know).
The Diploma alone does not make you a fencer but confirms you are able to undertake the task safely and to a good standard. However, during the process, if training needs are identified they can be delivered via the FaCT training department in agreement with FaCT and your employer.
The Level 2 Diploma in Fencing (NVQ)is a nationally recognised qualification for fence installers in the UK. It is based on the National Occupational Standards which reflect the working practices of fence installers. The standards were developed by a group representing employers, fencing manufacturers and contractors, training organisations and other organisations with an interest in fencing, such as the Highways Agency and Network Rail and major construction companies.
